Overview

E.K. Associates partnered with Deloitte Consulting LLP to support the CARES V1 statewide modernization initiative, enabling counties, probation departments, and tribal agencies to transition from legacy child welfare systems to a unified CARES platform.

Our team served as county-facing Implementation Leads, ensuring statewide strategies translate into practical, operationally grounded execution at the local level. We supported readiness across Organizational Change Management (OCM), training, testing, and deployment while maintaining alignment with statewide governance, timelines, and risk management expectations.

This engagement required deep coordination across OTSI, Deloitte, CDSS/CWDS, CPOC, CWDA, and 58 counties, as well as probation and tribal partners—supporting a complex, multi-agency transformation at scale.
