Overview

E.K. Associates partnered with Kimley-Horn Associates to modernize the emergency management framework for Los Angeles International Airport (LAX) and LA/Ontario International Airport. Serving as the program design and advisory lead, EK Associates helped LAWA establish a comprehensive, scalable emergency management capability aligned with national preparedness standards, aviation regulations, and operational best practices.

Through strategy development, facilitation, exercise planning, and training architecture, E.K. Associates strengthened emergency readiness, improved multi-agency coordination, and supported a resilient response and recovery ecosystem across airport operations.

Comprehensive Program & Plan Development
  • Designed emergency preparedness processes spanning communications, technology, response operations, logistics, intelligence, finance, public information, and inter-/intra-agency coordination
  • Developed a formal airport recovery plan guiding restart, continuity, and restoration activities post-incident
Governance & Facilitation Support
  • Served as standing facilitator for an emergency management subcommittee
  • Established task ownership, accountability structures, and delivery timelines for planning initiatives
Exercise & Training Architecture
  • Planned and supported drills, tabletop exercises, and simulations aligned with the Homeland Security Exercise and Evaluation Program (HSEEP)
  • Built and expanded the airport first-responder training program, including competency frameworks and role-based proficiency standards
